Portland's oldest operating tavern (1905) served as a brothel, opium den, and site of multiple murders during its early decades. The most active ghost is Sam, a bouncer who was killed in the basement and is seen in the cellar corridors. Upstairs rooms above the current bar have produced some of Oregon's best-documented EVPs.

A 1907 city health inspection report for the White Eagle described conditions in the basement that included 'evidence of unregistered occupation' — the inspector's notes were sealed by the city until 1978 and reference rooms not on any known floor plan of the building.
